He cut re-enlistment bonuses completely out, and made it tougher to receive loans through the GI bill. There was no incentive to STAY in the military. When this war started our military was half the size as it was when Bush Sr. left office.

the cold war was over and the military began to downsize under bush1. clinton continued that. i'm sure if clinton had known that w and the neocons planned to do something as crazy as invade iraq for no legitimate reason he would have made sure he had a very large force for that. like w's dad before him, clinton knew that it was a very bad idea. but little jr bush had to go and be a "war president". and now look at how fucked up everything is.
