UHL and ECHL teams switch leagues? Why dont they?

So I just want to know why teams like Toledo and Dayton not join the UHL and the east coast teams in the UHL go to the ECHL....I mean logically it would make more sense for travel reason and it would be easier for the fans to go to road games and start better rivals. I mean the longest road trip in the leage for toledo if they joined the UHL would be to Miss. which would only be like 8 hrs. Does someone know why they just dont do this. It would seem to be better business and better for the fans. Im just looking for reasons I cant figure y they dont want to do it, or why they cant do it
