there isn't. it just seems that way to racists and bigots. you can take your take your pick of reasons why it might seem that way, though:
more people, better crime data now, more awareness/reporting of crime now, everything is against the law now, the ridiculous "war on drugs" was invented 60 years ago, black crime "didn't count" 60 years ago, we have no idea how much crime there was 60 years ago (there was no reliable national crime data base), you weren't born until 40 something years ago. the list could go on,
